Overview

LiRo-Hill performed a comprehensive condition assessment of the existing truck scale and scalehouse facilities at the Central Treatment Plant. The assessment included evaluation of the truck scale, associated foundation, scalehouse structure, and the surrounding paved truck approach area within approximately 100 ft radius of the facility.

The condition assessment and cost evaluation performed during the initial phase of the project provided the client with a clear understanding of existing facility conditions and helped guide decision-making throughout the design and construction process. Through effective coordination with equipment vendors, manufacturers, and project stakeholders, the project was successfully delivered within the required schedule, resulting in a modernized facility that supports the plant’s long-term operational needs.

About the Project

The project began with a detailed review of the building’s Mechanical, Electrical, Plumbing, and Fire Protection (MEP/F) systems, along with structural components and surrounding site infrastructure. LiRo-Hill conducted site inspections and prepared a condition assessment report documenting existing conditions, identifying deficiencies, and recommending improvements. The report also included a maintenance and repair cost estimate to help prioritize upgrades and align them with available funding and long-term planning. All work was performed in accordance with applicable New Jersey statutes, regulations, and industry best practices.

Following the assessment, LiRo-Hill advanced to Phase II, preparing design drawings and specifications for a new truck scale and prefabricated scalehouse. The design incorporated repairs to the existing foundation where needed while maintaining use of the existing structural base. The project focused on evaluating existing conditions and developing design solutions to modernize the truck scale and scalehouse while maintaining operational efficiency.

Project Challenges & Solutions

A key challenge was the tight project schedule: the design phase had to be finished within five weeks after kickoff due to administrative and approval deadlines.

LiRo-Hill collaborated with the client, permitting authorities, utility companies, and vendors to keep design development on track. Regular updates with the truck scale vendor and scalehouse manufacturer helped integrate equipment specifications and structural needs into the design efficiently. Through proactive coordination and focused project management, the design team successfully completed the required drawings and specifications within the limited timeframe while maintaining compliance with applicable standards and project requirements.
