Mr. Ruyle had been with the New York State Department of Transportation since 1991 in various roles, most recently as a Regional Director. He managed more than 400 employees, overseeing the design and construction of the region’s $3 billion, five-year capital construction program. He previously served as a Director of Construction in which he was responsible for management of a staff of 150 and the $2.5 billion Construction Program for the New York City Region.

Mr. Ruyle earned both a Master and a Bachelor of Civil Engineering from the City College of New York and Georgia Institute of Technology, respectively. He also holds a Professional Engineer license in New York, and is a Member of the American Society of Civil Engineers. Among his numerous awards is the 2021 ASCE Met Section Government Civil Engineer of the Year.
