Ray is directly managing the Program and Construction Management Division within LiRo-Hill and has over 30 years of leadership experience in various aspects of engineering and construction project management. He has a strong history of managing and delivering quality public infrastructure projects. He was Executive Vice President of the New York City Housing Authority and served as Commissioner for the Nassau County Department of Public Works. Since joining LiRo-Hill in 2016, Ray worked on numerous large CM programs for NYCHA, NYPA, Nassau County, OUTFRONT, and NYCDEP.

Ray holds a Bachelor’s Degree in Civil Engineering from Polytechnic University. He is a Professional Engineer in New York State, a Certified Construction Manager and an Associate DBIA.
