Luis M. Tormenta, PE

A highly accomplished leader in the region's design and construction industry, Mr. Tormenta has been responsible for major public capital programs and has led many of New York City's most complex construction projects. As the founding Commissioner of the New York City Department of Design and Construction, Mr. Tormenta managed the "super construction agency" created by then Mayor Rudolph Giuliani.
As CEO, he is responsible for the overall strategic direction and management of The LiRo Group, with a focus on maintaining high quality service standards while increasing market share and expanding services nationally. Under his leadership, LiRo has expanded its service platforms to include disaster response management and virtual design & construction. He has also directed the company's expansion, opening offices in Connecticut, Pennsylvania and California.
Mr. Tormenta is a Board Member of the New York Building Congress and the American Society of Military Engineers, and an adjunct professor in the graduate program for Construction Management at New York University - Polytechnic Institute. He holds a Civil Engineering Degree from Manhattan College.
